Agents from the Naval Criminal Investigative Service raided a cigar shop on Shore Drive on Thursday.
A spokeswoman for the Navy's Mid-Atlantic Region did not have details on the action and referred questions to the U.S. attorney's office, which she said was handling the case. A spokeswoman for the U.S. attorney's office said she had no information.
"Everybody sat around and watched, but we don't know anything," said Wendy Valentine, an employee at Gifts Ahoy, a store next to the cigar shop in a strip mall.
She said NCIS agents were at Maduro's Cigar Lounge for several hours and searched a sport utility vehicle parked in front of the store.
A man who said he was one of the owners arrived at the shop around 4 p.m. The man, who would not give his name, unlocked the door and turned on the open sign. He said he didn't know what happened and refused to answer questions.
The cigar shop has gone through several owners in the past few years, said Tom Kryus, who owns the strip mall. He said the current owners have been there about a year.
